The Effects: In Texas City, Texas, for example, the district is working with $5.8 million less this year due to the drop in oil prices, property taxes and less state funding. With cuts to many programs, teaching positions and other aspects of the school budget, the school board still needs to cut $1 million in expenditures. According to KHOU.com, a local news station, the brunt of the shortfall will hit teachers. No one will get pay raises, some will be switched to special education certification and others will be offered retirement packages.
