The Cuts: The Illinois State Board of Education was forced to reduce education spending by $400 million, but was able to offset that deficit to reduce funding by $180 million with general state aid, reported the Chicago Tribune.

The Effects: Statewide foreign language programs, along with arts and agricultural programs will take the biggest hit. Teacher and principal training programs and gifted education programs were also eliminated.
